Recognizing the need for Collective Action, companies in Malaysia are joining forces to combat corruption. Enforcement of Section 17A of the Malaysian Anti-Corruption Commission (MACC) Act 2009, which holds commercial organizations accountable for corrupt practices by their employees, started on June 1, 2020.  Under this enforcement,  companies must comply with Section 17A and implement procedures to prevent corruption. Through Collective Action and supply chain engagement, larger corporations are supporting SMEs in adhering to MACC guidelines, promoting integrity and trust in supply chain management to prevent corruption.


The project kicked off with focus groups in January 2022, engaging 20 participant companies, both corporates and SMEs. Common challenges, notably corruption in the supply chain, were identified during the discussions. The project has garnered positive responses and partnerships, evidenced by the support from various stakeholders and invitations to present findings at various forums.

Mission

The Anti-Corruption initiative in Malaysia aims to promote integrity among SMEs and in the supply chain through collaborative efforts involving businesses, Government agencies and civil society organizations.


Collaborative Efforts

Key partnerships were established with the Malaysian Anti-Corruption Commission as well as UNODC Malaysia, ABAC Centre of Excellence, Anti-Bribery Committee Japan, the Coalition for Business Integrity, the Malaysia Productivity Organization and the Malaysia International Chamber of Commerce & Integrity to enhance the initiative's impact.


Looking Ahead

Moving forward, continued collaboration with stakeholders, expansion of outreach efforts and implementation of ACCA initiatives will be crucial for fostering a cleaner business environment and combating corruption effectively in Malaysia. 

Main accomplishments

  • Conducted workshops in different states in Malaysia, attracting participants from the private sector, academia and civil society. These workshops aimed to provide training on Collective Action methodology, identify local corruption issues and onboard companies to the Anti-Corruption Collective Action initiative.
  • Delivered a Business Integrity Conference in Penang gathering nearly 100 participants, securing national media coverage, launching an eLearning course and influencing the Penang State Government and private sector to prioritize anti-corruption efforts ahead of the State elections.


  • Launched an e-learning course on anti-corruption in collaboration with a university. The course primarily targets SMEs and their supply chains.
  • Developed case studies on business integrity that can help other participants to implement and improve their respective organizations.


  • Organized roundtable discussions with key stakeholders to share best practices and explore collaboration.
