Building Integrity through Collective Action in Bolivia

The United Nations Global Compact Country Network Bolivia, through its Transformational Governance Working Group and with the support of the Embassy of Sweden in Bolivia, led the country's first private-sector collective action initiative aimed at strengthening business ethics and promoting a culture of integrity nationwide through the development of the Business Code of Conduct and Ethics.

This Code emerged from a collaborative and multisectoral process carried out by a committee of legal and compliance experts from law firms, as well as local and multinational companies across diverse sectors—including banking, mining, and the automotive industry—together with business associations. Its development was the result of multiple rounds of dialogue, technical debate, and consensus-building, focused on translating ethics, integrity, and social responsibility into practical and actionable principles for organizations operating in Bolivia.

A Practical Guide to Corporate Integrity

Conceived as an accessible and adaptable tool, the Code establishes clear standards of conduct for all individuals who work for or collaborate with an organization, regardless of their hierarchical level. Its purpose is to foster an organizational culture grounded in integrity, transparency, accountability, and respect, while safeguarding institutional reputation and strengthening trust with clients, suppliers, shareholders, and other key stakeholders.

Scope and Transformative Impact

The Code was designed as a common reference framework for companies of different sizes and sectors, with a particular emphasis on small and medium-sized enterprises (SMEs), enabling progressive adoption and integration into internal policies, compliance manuals, and training programs.

The practical approach of this initiative facilitates the identification of ethical risks, strengthens accountability mechanisms, and promotes responsible decision-making at all organizational levels. In this context, the Code was formally presented by the United Nations Global Compact Country Network Bolivia, in coordination with the Embassy of Sweden, to the National Government through the Vice Ministry of Transparency, reaffirming its alignment with national priorities on integrity and the fight against corruption.

One of the Code's most significant contributions is the inclusion of concrete guidelines for corruption prevention, as well as periodic training programs on integrity and regulatory compliance, contributing to the elevation of ethical standards within the Bolivian business sector. Furthermore, the establishment of whistleblowing channels and mechanisms for whistleblower protection reinforces internal transparency and empowers employees and collaborators to report, in good faith, any misconduct. This approach strengthens institutional trust and promotes an organizational culture based on integrity, shared responsibility, and a firm commitment to the public interest.

The United Nations Global Compact and the United Nations Office on Drugs and Crime (UNODC) convened the COSP11 Private Sector Forum today in Doha, Qatar, bringing together business leaders, government representatives, civil society, academia, youth and international organizations to confront emerging challenges in anti-corruption and business integrity.

Held under the theme “Future-Proofing Business Integrity: AI, Innovation and Global Collaboration”, the Forum underscored the transformative role of artificial intelligence (AI), digital tools and cross-sector partnerships in strengthening transparency, accountability and ethical business practices worldwide.

Participants examined how AI, blockchain, data analytics and other emerging technologies are revolutionizing compliance—from reactive monitoring to proactive, values-driven practices. These tools are enabling companies and regulators to detect irregularities, flag suspicious transactions and uncover hidden networks of illicit activity with unprecedented speed and accuracy.

Discussions also emphasized the potential of digital innovation to foster real-time accountability, enhance youth and citizen engagement, and create new opportunities for knowledge-sharing. The sessions were presented in partnership with leading organizations such as the World Bank, OECD, Transparency International, Alliance for Integrity, Basel Institute on Governance, MACN, CIPE and the International Chamber of Commerce (ICC).

Commenting on the day’s proceedings Sanda Ojiambo, CEO and Executive Director of the United Nations Global Compact, said: “As corruption grows more complex, so too must our response. Artificial intelligence and digital innovation are powerful tools to safeguard integrity, but they must be grounded in responsibility, transparency and collective action. Through the COSP Private Sector Platform and initiatives like today’s Forum, we are ensuring that companies not only adapt to these new realities but also lead the way in building markets that are fair, transparent and accountable. This is essential not only for business competitiveness but also for achieving the Sustainable Development Goals.”

Collective Action Driving Systemic Change

The Forum showcased the effectiveness of Collective Action initiatives that unite businesses, governments, academia, youth and civil society in addressing systemic corruption risks. Through their experience, the speakers demonstrated how trust-based collaboration, reinforced by innovative technology, can raise integrity standards, strengthen markets and ensure fair competition. Speakers highlighted the critical role of such initiatives in advancing Sustainable Development Goals 16 (Peace, Justice and Strong Institutions) and 17 (Partnerships for the Goals).

Launch of the COSP Private Sector Platform

A key milestone of the eleventh session of the Conference of the States Parties to the United Nations Convention against Corruption (COSP11) was the launch of the COSP Private Sector Platform, co-led by UNODC and the UN Global Compact. This new mechanism provides a structured, year-round avenue for businesses to contribute meaningfully to UNCAC implementation and follow relevant COSP resolutions, such as Resolution 10/12, which called for stronger public-private partnerships in anti-corruption.

At the Forum, the Platform outlined private sector commitments to strengthen anti-corruption efforts and identified priority initiatives to be developed into concrete projects in the coming years, with UNODC and the UN Global Compact supporting their implementation.

United for Business Integrity: how Collective Action workshops sparked change in 11 countries

Corruption undermines economies, widens inequality, and erodes trust in institutions. To address these challenges, the Governance and Anti-Corruption Unit of the UN Global Compact, with support from the Siemens Integrity Initiative, launched the United for Business Integrity: Global Collective Action Contest in 2024. The contest invited Global Compact Country Networks to propose initiatives to advance Collective Action against corruption. 24 proposals were submitted and 11 Country Networks — Bulgaria, Colombia, the Democratic Republic of the Congo (DRC), Georgia, Lebanon, Nigeria, Paraguay, South Africa, Spain, the United Kingdom and Uruguay — were selected to receive support.

Through mentoring, funding and resources, the UN Global Compact Anti-Corruption team designed and delivered Collective Action workshops using the A Playbook on Anti-Corruption Collective Action . Between 2024 and 2025, 17 webinars and five in-person workshops reached over 400 participants from businesses, governments and civil society, providing technical tools, networking opportunities and practical guidance to embed integrity into operations and policymaking.

Country-level impacts

In Bulgaria , representatives from companies, banks and public institutions strengthened compliance systems and fostered dialogue on anti-corruption, risk management and whistle-blower mechanisms, setting the stage for future cooperation and training programmes. Kalin Slavov, Executive Director of Transparency International, said, “Companies with clearly defined ethical rules, internal management systems and high standards do not just survive — they develop sustainably and create value for society.”

In Colombia , the workshops encouraged companies to embrace accountability and led to the creation of an anti-corruption Collective Action in the health sector, increasing awareness and commitment. In the DRC , an online workshop promoted transparency in taxation and business integrity, and explored how to better advance and incentivize policy advocacy and public-private dialogue, with the long-term goal of developing and implementing a national anti-corruption plan.

Based on the high level of engagement in Georgia , it was recommended that companies co-create a draft Code of Conduct to serve as a guide for other SMEs, extending the initiative’s long-term impact. Following the successful workshops and the in-depth, in-person business integrity course series for the local business community, the Lebanon Network plans to sustain engagement by establishing an Anti-Corruption Working Group among committed companies to continue structured Collective Action efforts.

Building on past experience, Nigeria’s workshops focused on helping SMEs strengthen anti-corruption, compliance and corporate governance strategies, reflecting on the realities of the local business environment. Local practitioners also discussed setting up an anti-corruption working group to follow up on the topics discussed and to coordinate current and future initiatives.

In Paraguay , participants addressed smuggling and other unfair practices, demonstrating the power of uniting public and private actors to tackle corruption. South African SMEs concluded that sustained collaboration, ethical leadership and transparent systems are essential to combat corruption and to promote resilient, integrity-based supply chains for the overall business community in the country.

Spain emphasized prevention. “ The key is to adopt a preventive and transformative approach ,” said Ailén Rubio of Transparency International Spain, highlighting how training and practical tools can support SMEs in acting ethically. A guideline with recommendations was drafted and published to help local SMEs implement reporting channels based on the national whistleblowing law.

In the United Kingdom , regional working groups discussed efforts to curb illicit financial flows (IFFs). Insights are informing the 2030 Vision: Uniting Europe in the Fight Against IFFs, a long-term initiative to institutionalize business integrity.

The Uruguay Network strengthened relations with anti-corruption authorities to advance public policy initiatives, including the Anti-Corruption Bill, and to support other activities, aimed against money laundering, cybercrime and smuggling. “ This Collective Action process gives us the chance to co-create rules that are practical, effective and fair, ” a participant said.

What began as a contest has grown into a movement. The workshops strengthened integrity systems in 11 countries and inspired other UN Global Compact Country Networks to develop their own Collective Action road maps.

Global Business Leaders to Convene in Doha for Private Sector Forum on Anti-Corruption

The United Nations Global Compact commemorated the successful conclusion of its 15-year Anti-Corruption Collective Action (ACCA) initiative at a special two-day event held on 26–27 June. Funded since its inception in 2010 by the Siemens Integrity Initiative, the project commemorated a remarkable journey of promoting business integrity and combating corruption across the globe.

The event brought together a diverse group of more than 100 leaders from business, Government, international organizations, academia and civil society, hosted in collaboration with UN Global Compact Country Networks Mexico and Brazil. Discussions highlighted powerful achievements and valuable insights derived from ACCA initiatives implemented by 13 Global Compact Country Networks.

A cornerstone of the event was the launch of the comprehensive legacy report, 15 Years of Collective Action: Stories of Integrity from the Private Sector . The report captures global impacts through compelling narratives that vividly illustrate how cross-sector collaboration has tangibly transformed business practices, enhanced transparency and fostered ethical leadership worldwide.

Uniting Thai Businesses for Integrity: Turning a Taboo into Collective Action

In Thailand, corruption has long been a subject many would rather not mention, especially in business. For years, the idea of openly discussing bribery or undue influence in public-private dealings felt risky, even dangerous. But through the Anti-Corruption Collective Action (ACCA) project, the Global Compact Network Thailand helped shift that dynamic.

Backed by the Siemens Integrity Initiative , Network Thailand provided a trusted platform where the private sector could come together, share experiences and begin to speak with a unified voice. Rather than leading the change alone, the Network supported Thai companies in expressing their challenges, commitments and expectations — ensuring their voices were finally heard in national discussions on integrity and reform.

To open the conversation, Network Thailand reframed anti-corruption not just as a legal obligation, but as part of a broader commitment to Environmental, Social, and Governance (ESG) values, ethical leadership and sustainable business growth. This new framing resonated with companies and helped shift the tone from fear to possibility.

Network Thailand used creative and respectful methods — like Chatham House Rules and confidential interviews — to build trust. Through this careful approach, over 50 companies began participating in regular working group sessions. What once felt like a taboo topic is now discussed openly through peer learning, training workshops and collaborative problem-solving.

To support companies in making real change, Network Thailand developed and shared practical resources — like the Anti-Corruption Compliance Challenges and Case Studies: Findings from the Thai Private Sector. The publication offers actionable guidance for embedding anti-corruption practices across operations and supply chains, while also navigating the complex risks of engaging with public institutions.

One standout moment was the 8th National Dialogue on Business and Human Rights, where Dr. Netithorn Praditsarn, Secretary-General and Board Member, Global Compact Network Thailand, underscored the need for genuine collaboration and measurable goals. He called for policy reforms to simplify and safeguard recruitment processes, stronger ethical standards for agencies, the use of technology to enhance transparency and greater corporate disclosure aligned with international human rights and anti-corruption standards.

Another turning point came when Network Thailand helped broker a formal partnership between the private sector, the Public Sector Anti-Corruption Commission (PACC) and the Thai Institute of Directors (IOD), resulting in the official launch of a official working group in July 2024. This marked the first time that, through the PACC, companies were formally included in a structured and ongoing mechanism for dialogue with government on national anti-corruption policy — an achievement few thought possible at the start of the initiative — and provided a structured, ongoing mechanism for dialogue and collaboration on integrity issues.

By the end of the project, participating companies were not only more aware of anti-corruption, they were also more active. They had strengthened their internal compliance systems, expanded expectations across their supply chains and actively engaged in public-private dialogue on anti-corruption.

Participants reported that the initiative sparked tangible internal change. It helped align departments around a shared commitment to compliance and ethical values, while positioning anti-corruption as a core element of their broader ESG strategies. Companies especially valued the peer learning environment, which encouraged open exchange and benchmarking of practices. Just as importantly, they translated workshop insights into practical improvements — particularly in risk assessment and supply chain integrity.

These efforts didn’t stop at the organizational level. Participants also contributed to a broader shift in business norms across the country.

The ACCA initiative proved that when companies are given safe spaces, practical tools and meaningful partnerships, even the most complex governance challenges can be addressed — collectively. A new standard for integrity is emerging in Thailand: one rooted not in obligation, but in ownership.

Youth Leading the Integrity Movement in Bangladesh

In Bangladesh, where the mere mention of corruption was once considered taboo, the Global Compact Network Bangladesh embarked on a bold journey to address this pervasive issue. Recognizing the sensitivities around openly discussing anti-corruption efforts, Network Bangladesh strategically framed its initiatives under the banner of "integrity and good governance." This approach helped ease initial resistance from key stakeholders, including the private sector and academia, laying the groundwork for transformative change.

Recognizing that young people are the future leaders of both public and private sectors, Network Bangladesh embedded youth capacity-building into its integrity efforts under the Siemens Integrity Initiative , implemented by Global Compact Country Networks.

“Promoting integrity fosters a more ethical and sustainable society where people can exercise their rights and access information. Instilling ethical values in students prepares them for responsible leadership and helps build trust, attract talent and drive social progress,” e xplained Dr. Muhammad Faisol Chowdhury, Director, School of Business & Economics, North South University.

Through partnerships with universities, the Network launched the Youth for Integrity campaign, which has empowered over 2,000 students through eight workshops, three debate sessions, a youth declaration campaign and an inter-university contest titled “Corruption Through My Eyes.” These interventions invited students to reflect on how corruption affects their lives—from accessing public services and finding jobs to workplace ethics and organizational behaviour—and encouraged them to envision a more ethical future.

"Corruption is embedded in many parts of life. If we teach the right values today, our students will grow into responsible leaders who can create lasting change,” said Md. Al Amin, Senior Lecturer, School of Business & Economics, North South University.

One of the participants, Farhat, a 24-year-old student from North South University, shared: "I learned that you have to define your own thresholds, your own boundaries and where you're willing to draw the line ."

Another student, Sharita, a 22-year-old Business Administration student, shared: "Through this session, I got to know more about integrity, organizational culture and what is ethical and what is not. It gave us a broad understanding of the boundaries we should maintain. I will definitely try to apply these learnings in my real life and stand firm on what is ethical ."

Network Bangladesh also helped reshape the private sector integrity landscape by uniting key stakeholders and fostering a culture of transparency. The creation of Bangladesh’s first Anti-corruption Working Group, which has grown from eight in 2022 to 41 cross-functional members in 2024, was a major milestone.

Malaysia’s Business Community Unites to Tackle Corruption in Supply Chains

Supply chain corruption not only increases the cost of doing business, it erodes trust, weakens governance and threatens Malaysia’s global competitiveness. With trade partners like the European Union and Japan maintaining strict anti-corruption enforcement, businesses operating in or with Malaysia must meet rising expectations for transparency and integrity, or risk being left behind.

Corruption in supply chains often plays out in subtle but damaging ways. In some cases, some large corporations exploit their power over small and medium-sized (SME) suppliers by demanding bribes or kickbacks, in exchange for securing or renewing contracts, taking advantage of the power imbalance in the relationship. Conversely, some SME suppliers admit to offering bribes as a supposed “competitive advantage,” believing that if they don’t play along, because “everyone else is doing it” they risk losing business opportunities altogether.

When Malaysia’s corporate liability law—Section 17A of the Malaysian Anti-Corruption Commission (MACC) Act—came into force in June 2020, it marked a turning point for the country’s business landscape. The law introduced corporate liability for corruption committed by employees and associates, placing significant pressure on companies to show that they had ‘adequate procedures’ in place to prevent and address misconduct.

For many businesses, particularly SMEs, this shift brought uncertainty and risk. With limited resources, little awareness, and increasing client demands, SMEs were especially vulnerable to non-compliance, facing the threat of multimillion-ringgit fines or even imprisonment.

In response to these urgent needs, the Anti-Corruption Collective Action (ACCA) initiative, led by Global Compact Network Malaysia & Brunei, was launched to help companies meet these new legal and ethical expectations head-on. The initiative set out with a clear purpose: to empower businesses, especially those most at risk, with the tools, knowledge, and support needed to navigate this complex new environment.

Between 2022 and 2024, the initiative rolled out a hands-on program designed not just to raise awareness, but to empower. Working side by side with corporate procurement managers, the ACCA team developed tools and training sessions tailored for SMEs in supply chains. One of the standout resources was a dedicated anti-corruption e-learning course —easy to access, practical and specifically built with SMEs in mind. Corporations played a key role in promoting the course to their suppliers, helping it reach those who might otherwise be overlooked.

The results exceeded expectations. More than 500 participants were trained, over three times the original target. But numbers alone don’t tell the whole story. The initiative fostered real change: building skills, encouraging dialogue and positioning participating companies as leaders in the fight for supply chain integrity.

Workshops and peer learning sessions became spaces where companies could exchange ideas and find common ground. To capture these lessons, the team published Anti-Corruption: Implementing TRUST Principles for Business Integrity Competence . This flagship report, produced in collaboration with Monash University and Network Malaysia & Brunei, showcased four powerful case studies. Based on in-depth interviews with CEOs and compliance officers, it offered a rare insider look at how different companies built their anti-corruption frameworks in line with the new law, providing a roadmap for others ready to take on the challenge.

The initiative strongly emphasised supporting SMEs, often the most vulnerable links in the supply chain. By offering materials in both Bahasa Malaysia and English and highlighting examples of peers implementing change, the ACCA initiative empowered suppliers to take ownership of anti-corruption practices.

In Malaysia, the fight against corruption isn’t being waged alone—it’s being led by businesses that believe that integrity, when built collectively, can become a defining strength.

UNODC and UN Global Compact launch new e-learning course to champion ‘’Doing Business with Integrity’’

In an era where trust and transparency are of utmost importance, businesses are under growing pressure to demonstrate ethical conduct at every level. To support this critical shift, the UN Global Compact and the United Nations Office on Drugs and Crime (UNODC), funded by the Siemens Integrity Initiative and the Norwegian Agency for Development Cooperation (NORAD), are proud to launch a new e-learning course “Doing Business with Integrity’’.

Building on the global success of the previous online course “The Fight Against Corruption’’ - which engaged over 400,000 learners worldwide - this newly launched training provides a deeper, more practical approach to cultivating integrity in the workplace.

Shawn Teixeira, Head of the Siemens Integrity Initiative, explains: “Investing in the future for the benefit of society is central to the Siemens Integrity Initiative goal of promoting and advancing Collective Action and Education and Training globally in the fight against corruption, and the “Doing Business with Integrity’’ e-course offers a profound resource and opportunity for entities to make this investment”.

This innovative course consists of nine interactive sessions, each grounded in real-life scenarios, equipping businesses with knowledge to effectively manage corruption risks. Ultimately, this e-learning course fosters ethical practices in daily business activities and helps build an ethical work environment.

Sanda Ojiambo, Assistant Secretary-General of the UN Global Compact, emphasizes that “The public is increasingly demanding higher ethical standards from the business community. It is more important than ever for businesses to leverage the most effective tools and partnerships to enhance ethical behaviour, transparency and accountability.”

Ghada Waly, UNODC Executive Director, highlights that ‘’this tool stands as a critical instrument against the corrosive impact of corruption, which undermines competition, distorts markets, and discourages investments’’ and she invites companies ‘’to champion business integrity”.

No matter how big or small the business is, all companies are invited to take advantage of this free new e-learning course and adopt it as a mandatory introduction course for employees and business partners.

The course, available here, guides the user through topics such as gifts and hospitality, conflicts of interest, facilitation payments, third-party vetting, social investments, bid rigging and the protection of whistle-blowers.

Indonesian businesses take a Stand Against Corruption in the Land-Based Sector

Indonesia is known for its vast natural resources and diverse climate, placing it among the world's leading agricultural producers. The agribusiness industry is vital to the nation's economy, providing livelihoods for a large portion of the population and contributing significantly to its gross domestic product (GDP).

Beyond food security, the sector supports rural development, poverty reduction and export revenues. However, corruption has hindered the sector’s potential. The challenges posed by corruption vary across regions, with some areas facing more entrenched issues due to weaker enforcement mechanisms and limited resources.

In response, the Global Compact Network Indonesia launched the Anti-Corruption Collective Action (ACCA) initiative in 2022 , supported by the Siemens Integrity Initiative . This three-year program addresses corruption within the land-based sector, focusing on agribusinesses like palm oil.

Network Indonesia also played an active role at the B20 Indonesia Summit 2022, joining the High-Level Public-Private Policy Dialogue on Promoting Transparency and Accountability. This dialogue reinforced Indonesia’s anti-corruption agenda, strengthened public-private partnerships and advanced key policies like B20’s Policy Action 2.3 and Indonesia’s National Strategy for Corruption Prevention. This engagement helped drive concrete action, including launching regional ACCA workshops targeting corruption risks in the agribusiness sector.

These workshops uncovered regional differences in corruption risks: Jakarta-based businesses generally have clearer regulations and better governance structures, while remote provinces face challenges such as inconsistent enforcement and entrenched informal practices. These include weak local oversight, selective enforcement by authorities, limited access to information on regulatory procedures and reliance on informal payments or personal networks to expedite permits and resolve disputes.

To address regional disparities, Network Indonesia partnered with UNODC Indonesia and the Indonesian Corruption Eradication Commission (KPK) to organize targeted regional workshops. These aimed to support businesses in high-risk areas by fostering dialogue, strengthening compliance frameworks and promoting business integrity.

Following the workshops, Network Indonesia published a report highlighting key insights and regional challenges.

At the conclusion of the workshop, 18 companies and five organizations signed the Anti-Corruption Collective Action Declaration, marking a significant step toward strengthening ethical business practices.

As these efforts grow, expanding anti-corruption initiatives across Indonesia will be crucial. The mining industry has expressed interest in similar workshops, underscoring the broader need for sector-wide integrity.

Network Indonesia also leads non-sectoral initiatives such as the Business Ethics and Governance Working Group and the annual International Anti-Corruption Day events such as the Responsible Business Forum and CEO Breakfast . These platforms promote Collective Action and unite stakeholders to advance integrity and systemic change in business practices.

In June 2025, the Anti-Corruption Collective Action project of the UN Global Compact, funded by the Siemens Integrity Initiative since 2010, will come to an end, marking 15 years of Collective Action to promote business integrity around the world. It is a good occasion to reflect on and take stock of the impact this multi-year project has had in 13 countries across Africa, Asia, Europe and Latin America.

To commemorate ACCA’s achievements, the UN Global Compact has organized a special event in Mexico City on 26-27 June 2025.

This event will bring together leaders from the business community, Government authorities, international organizations, academia, and civil society to reflect on the impactful results of the Anti-Corruption Collective Action initiatives supported by the Siemens Integrity Initiative.

For two days, participants will engage in interactive discussions centered around lessons learned and key achievements of these global initiatives. A Legacy Report will be launched showcasing the main results of the projects implemented by the 13 Country Networks.

This event will serve as a platform to reaffirm the critical role of collaboration in tackling corruption, reinforcing ethical business practices, and driving progress towards the UN Sustainable Development Goals, particularly SDG 16 .

The event is organized by the UN Global Compact, in collaboration with Global Compact Network Mexico and Global Compact Network Brazil , and through the Golden Stretch Round of the Siemens Integrity Initiative.

Brazil Initiative Teaches Ways to Spot Corruption Risks

Let’s have dinner and chat. It might sound like a nice, friendly invitation, but is it?

An anti-corruption initiative in Brazil is using videos to highlight hypothetical questions and everyday dilemmas that business leaders, employees, clients and suppliers might face. How they respond in real life is key to upholding ethical standards.

The set of eight animated videos was launched by Brazil’s Agribusiness Anti-Corruption Collective Action (ACCA), an initiative facilitated by Global Compact Network Brazil.

Brazil’s agribusiness in particular is vulnerable to corruption, given the array of licenses, certifications and inspections required throughout the industry that require sensitivity and high standards of ethics, professionalism and transparency to be effective.

The agribusiness anti-corruption videos offer practical solutions and reinforce the importance of maintaining ethical standards in everyday business practices.

In one video, for example, a company representative and a public official meet by chance in the city center. As they chat, the official casually suggests discussing a potential contract over dinner.

The video freezes, giving way to the company representative speaking in a voice-over, weighing whether this would be an appropriate course of action.

The company representative concludes that accepting the invitation could be seen as taking an illicit advantage, potentially leading to problems for himself and the company.

The video proceeds to explain how interactions with public officials should be conducted, emphasizing the importance of transparency, protocol and formal procedures.

In the end, the company representative decides it would be more appropriate to arrange a formal meeting at the office instead of accepting the dinner invitation.

The videos in the campaign, called “Deep Down You Already Know!” and based on the Best Practice On Anti-Corruption in Agribusiness Guide , have been integrated into training programs at companies such as Minerva Foods, where they reach more than 3,900 employees around the world.

Minerva Food, based in Barretos, São Paulo, is a leading beef exporter in South America and sells food products in more than 100 countries.

“The course really helped me understand actions better and stay alert to any suspicious behavior,” said one Minerva employee. “The training is great for reminding us about those small actions that might seem harmless but actually have a hint of trouble behind them.

The videos cover specific ethical issues such as conflicts of interest and bribery in a way that is clear enough for those without a background in compliance to understand, the worker added.

“The examples really bring situations to life,” he said.

The “Deep Down You Already Know!” videos provide an opportunity to look at seemingly benign situations that, without some awareness, might seem acceptable but in fact carry a corruption risk, reinforcing the theoretical components of the training with real-world examples.

The training has become a crucial part of Minerva’s Integrity Program, a spokesperson for the Compliance Department said.

It involves training, courses and long-term actions aimed at preventing illicit activities, with a focus on continuous education and proactive engagement to build a strong foundation of ethical behavior over time.

“This approach helped bridge the gap between theory and practice, enhancing content retention. We believe the videos will be memorable for employees if they encounter similar situations,” according to the Compliance Department.

The Collective Action initiative has the support of the Brazilian Ministry of Agriculture and Livestock and, in 2022, it became a criteria for the national award of the Ministry, the “Selo Mais Integridade.”

This year, the initiative became self-funded, supported by 12 sponsor companies.

The Outstanding Achievement in Collective Action Award , granted by the Basel Institute on Governance in 2024, further positioned the country network as a model for Latin American nations combating corruption in key sectors through Collective Action initiatives.

Lives at Stake in Battle Against Corruption in India's Healthcare Sector

In healthcare, corruption can be a matter of life and death.

Facilities crumble when repair funds are embezzled, useless fake drugs flood the market when corrupt regulators manage supply and doctors who extort under-the-table payments from patients may fail to provide needed care.

In India, non-transparency and unethical practices are persistent challenges in the healthcare sector, where corruption can degrade services and force providers and professionals into a legal morass.

In response, Global Compact Network India launched an Anti-Corruption Collective Action (ACCA) initiative, bringing together pharmaceutical companies, other businesses and healthcare experts along with the Ministry of Health & Family Welfare, the Government of India and the United Nations Office on Drugs and Crime (UNODC).

The initiative’s workshops and training aim to integrate the concept of Collective Action to strengthen transparency, accountability, and value-based healthcare.

It published the Best Practices Compendium on Anti-Corruption: “Strengthening Transparency, Accountability and Value-based Healthcare in India , a guide for promoting ethical business practices in organizations and companies by addressing corruption challenges at different levels.

The compendium features 11 case studies focusing on best practices in fighting corruption and promoting ethical business practices. Hypothetical scenarios are drawn from the pharmaceutical and biopharmaceutical sector, hospitals, government health agencies and elsewhere.

"Corruption in healthcare isn't just a legal issue — it's a betrayal of trust in a sector seen as sacred,” said Jyoti Shekar, Managing Partner at Jus Diligens, a legal and compliance consulting firm.

Using the guide, she added, Jus Diligens has partnered with DB Tech Private Ltd. for WhistleSentinel, a whistleblower IT solution.

“One of the most important identifiers of corruption and malpractices are the employees,” she said. “One must have ethical values at every level of the organization."

At Global Manufacturing Corp., which makes industrial vibrators, an employee in the operations department who chose not to be identified said before the anonymous reporting system was established, the worker was hesitant to report irregularities, fearing backlash from senior management.

With the anonymous WhistleSentinel reporting system in place, “I could file my report in detail, and I was updated on the investigation’s progress without ever revealing my identity,” the worker said.

Dr. Rajesh Chitre, Sub-Regional Compliance Officer at MERCK-India, a science and technology giant that participated in ACCA, noted the initiative has helped bolster commitment to supporting an ethical governance structure in the healthcare sector.

“Surely, it helped in changing the mindset of attendees,” who learned about the need for a culture of integrity in the healthcare supply chain and the value and importance of global and local regulations, he said.

“It also motivated them to conduct regular training programs and create awareness within their organization,” he added.

Shekar, a lawyer with 18 years experience, described the ACCA training as “an eye-opener” that revealed the extent to which corruption penetrates the healthcare sector.

“Especially in India, healthcare is equivalent to religion. We have faith in medicines and faith in doctors to heal us,” she said.

“As a consumer, that makes us less likely to observe and understand corruption issues in the sector. So, it was important to understand the underlying issues.”

After attending the ACCA training, she said she realized that it is almost impossible to change the corruption issue merely by laws.

“What we need is for everyone to come together collectively and put an end to it,” she said.

“Such a simple concept has been streamlined and developed brilliantly in the ACCA playbook . To stop the demand, we must stop the supply.‘’

Spreading The Power Of Ethical Business Practices In Kenya

In Kenya, corruption can take a major toll on its bustling and critical private sector.

That corruption distorts markets, weakens competition and lowers the quality of goods and services. It is manifested in myriad forms such as bribery, money laundering, procurement fraud and collusion as well as gifts and hospitality, fees and commissions, trading of information and misleading financial reporting.

Looking to the UN Global Compact for support and direction, the business community in Kenya developed a local guiding framework for ethical business practice.

This resulted in a launch 12 years ago of the Code of Ethics for Business in Kenya. It has enlisted 841 signatories and gained traction, in use by many companies to drive commitment to ethical practices by creating a level playfield which in turn creates a cleaner business environment.

An online platform launched by Global Compact Network Kenya in 2024 has bolstered these efforts by allowing signatories to publicly upload annual anti-corruption reports and promote transparency and accountability. It also serves as a resource hub, providing various anti-corruption tools and learning materials.

Drawing specifically on the Ten Principles of Global Compact, the Code of Ethics addresses critical areas of anti-corruption, the environment, human rights and labour standards. Participating companies signal commitment by signing an annual letter and compiling a requisite report on its progress implementing the code.

At Safaricom, corruption rears its head in procurement, said Sally Mwenesei, Senior Fraud Analyst at the mobile network operator headquartered in Nairobi.

“In our environment, corruption means individuals benefiting at the expense of everyone else, making business more expensive and jeopardizing the quality of services for customers and the community,” she said.

‘’Corruption is something that affects everybody. It's a global problem. It's neither black nor white. It has many gray areas,” she added.

She said she has seen firsthand the impact of the Code of Ethics initiative at Safaricom, the largest telecommunications provider in Kenya, and on the broader community.

The fight is not an easy one, she noted.

‘’Did we lose business? Absolutely. There were vendors within our supply chain who possessed valuable skill sets that we would have liked to collaborate with,” she said.

“However, because they were unwilling to align with our shared ethical values, we were left with no option but to cease doing business with them.”

The impact of the anti-corruption efforts has reached beyond company walls, encouraging businesses to engage with their suppliers, customers and partners in ways that promote shared values, according to Mwenesei.

"We engage with our suppliers, with our customers, with our business partners to make sure that the values we hold dear are shared across the board," she commented.

Kenya Commercial Bank Group signed the Code of Ethics in 2016, driven by a need to establish a clear framework that guided the behavior of its employees and management.

The Code guides them to make decisions that are lawful, ethical and respectful, ensuring fair outcomes for customers, colleagues, partners and stakeholders, and it encompasses elements such as personal conduct, integrity, honesty, transparency, accountability and fairness, the bank said.

The bank has used the Code in its supply chain, where it said about half its suppliers have committed to a Supplier Code of Conduct, and more than 80 per cent have signed onto the Code of Ethics.

It said it also uses the Code in prioritizing purchases from local businesses. In 2023, local suppliers represented 78 per cent of its total procurement expenditure.

The initiative behind the Code has grown stronger with collaboration with organizations such as the Kenya Association of Manufacturers, Kenya Private Sector Alliance and the Ethics and Anti-corruption Commission, giving Mwenesei high hopes.

"You can imagine if companies like Safaricom and the entire manufacturing industry made the same commitment, … how far would we go,” she said.

9 December is International Anti-Corruption Day. At the UN Global Compact, we support and amplify the campaign developed by the UN Office on Drugs and Crime (UNODC), the "guardian" of the UN Convention against Corruption (UNCAC) and of the Principle Ten of the UN Global Compact. The theme for 2024-2025, " Uniting with Youth Against Corruption: Shaping Tomorrow's Integrity " highlights the vital role young people play in promoting integrity and combating corruption.

This campaign emphasizes the need for youth to actively engage in discussions, share experiences and propose innovative solutions. By amplifying the voices of tomorrow's integrity leaders, we aim to inspire Collective Action and tangible change.

To achieve this, at the UN Global Compact, we have actively integrated youth participation into our key initiatives and celebrated their contributions through notable achievements.

During the 20th Anniversary of Principle Ten, young leaders shaped strategies and influenced dialogues against corruption. They continue to be instrumental at our Private Sector Forum panels, offering innovative perspectives. Among these inspiring voices was Ms. Ivanna Alvarado, UNODC Youth Ethics Ambassador, Bayer Mexico, who stated ‘’Corruption should no longer be viewed through the lens of 20 years ago. In the digital age, we must evolve the fight, harnessing emerging technologies and fostering a global culture of integrity. Young people, with our fresh perspectives, are not just recipients of change-- they are the innovators, driving bold solutions and reshaping our values to build a future free from corruption and full of opportunity for all"

At the country level, for example, as part of the Siemens Integrity Initiative , Global Compact Network Bangladesh engaged with over 500 youth leaders through its Youth for Integrity campaign. This initiative offered workshops and debate competitions focused on ethics, integrity, and good governance.

The role of the private sector in driving business integrity

The private sector has a pivotal role in fighting corruption, and we see three key areas of transformation:

1. Setting the global business integrity agenda

In 2023, the UN Global Compact co-hosted the first-ever Private Sector Forum at the UN Anti-Corruption Conference (CoSP), in partnership with the UNODC. During the conference, the UN Global Compact presented a Call-to-Action from Business—signed by 500 companies from 91 countries—urging Governments to intensify and reward anti-corruption efforts. Governments stepped up to the challenge, with 190 countries committing to adopt incentives for business integrity.

2. Driving Collective Action against corruption worldwide

Collective Action has become the norm for tackling corruption worldwide. More than half of the UN Global Compact Country Networks are seeking assistance to engage in anti-corruption Collective Action, a number that has tripled with support from the Siemens Integrity Initiative over the last decade. Collective Action enables corruption to be fought by various interest groups working together and building an alliance so that the problem can be approached and resolved from multiple angles. The ultimate aim of these joint efforts is to create fair and equal market conditions—a level playing field—for all market players and to eliminate the temptations of corruption for all of them.

3. Leading the evolution from compliance to integrity and beyond

Companies are now working beyond traditional corporate governance or mere compliance with legal requirements, toward acting as responsible corporate citizens looking to positively affect the ecosystem where they operate. To that end, the UN Global Compact created the transformational governance approach, which requires companies not only to be accountable, ethical and transparent but also to address the impact they have on societies and the environment. It goes further by encouraging contributions to justice, peace, and strong institutions, in line with SDG 16. It is no longer just about individually avoiding and mitigating the risks, pitfalls, and likely costs of corruption—such as legal or financial—but, above all, about seizing the opportunities and associated benefits of a robust culture of integrity that is fostered and implemented collectively.

G20 Encouraged to Adopt Collective Action for Business Integrity at B20 Summit

In 2024, the UN Global Compact contributed to reestablishing the B20 Task Force on Integrity & Compliance and became a Network Partner , ensuring alignment of the G20 policy recommendations with key priorities—namely Collective Action, incentives for business integrity, and compliance frameworks aligned with corporate sustainability standards, among others.

In October 2024, at the B20 Summit and side events, the Task Force advocated its final recommendations to G20 officials, as outlined in the Policy Paper prepared by the B20 Brazil Integrity and Compliance Task Force. In this document, B20 members call for stronger actions from the G20 in 3 key areas:

Recommendation 1 : Encourage the implementation of integrity and anti-corruption measures to enhance responsible and sustainable governance in business.
Recommendation 2 : Stimulate Collective Action, engaging the Public Sector and value chains to uphold integrity.
Recommendation 3 : Promote ethical leadership to foster inclusive growth.

Alongside the G20 Summit, the UN Global Compact brought the voice of business to the table to identify opportunities for both public and private action on key transitions and to help shape a policy agenda for key forums in 2025, including COP30 (Brazil) and next year’s G20 (South Africa).

The UN Global Compact marked the 20th anniversary of the Tenth Principle which states “businesses should work against all forms of corruption, including extortion and bribery” during an event in New York today. The milestone event brought together business leaders, Governments, international organizations, academia, and civil society to reflect on the journey thus far, assess current challenges and work to shape the future of anti-corruption and global business integrity.

Principle Ten has been a cornerstone of efforts to level the playing field and create a fair, transparent, and ethical global marketplace. Over the past 20 years, significant strides have been made in advancing governance, fostering accountability, and promoting a culture of integrity across industries and regions.

Sanda Ojiambo, CEO & Executive Director of the UN Global Compact, highlighted the importance of this anniversary in her remarks: “As we mark 20 years of the Tenth Principle, we recognize the collective progress made by businesses, Governments, and civil society in the fight against corruption. However, the work is far from over. In the face of rising obstacles and new trends, we must renew our commitment to transparency and accountability. As we look to the future, the UN Global Compact calls on companies worldwide to join forces in scaling up anti-corruption efforts. By working together through Collective Action, on new initiatives like the "Uniting Leaders for Business integrity" project funded through the U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs, businesses can create a fairer, more transparent global economy, where integrity and ethical practices are the foundation of success.

Companies fight corruption as war rages in Ukraine

Corruption is costly for any enterprise and in any country, but it is especially destructive in wartime.

In Ukraine, improvement has come with justice system reforms, efforts to bolster its anti-corruption agency and a national anti-corruption strategy, according to Transparency International, a Berlin-based anti-corruption organization.

This has taken place even as the Russian war against Ukraine has posed enormous challenges that can heighten the risk of corruption, it noted.

During the Alliance for Integrity Regional Meeting in Chile, Ana Luiza Aranha, Senior Manager of the Anti-Corruption Collective Action Programme, and Fabian Espejo, Coordinator of Anti-Corruption Programmes on Collective Action at the UN Global Compact, launched the Spanish and Portuguese versions of the Academy e-learning on Anti-Corruption Collective Action.

Bringing voices of the private sector to the Eastern Africa Anti-Corruption Platform

In pursuit of amplifying the business voices in global, regional and national discussions, the UN Global Compact and the United Nations Office on Drugs and Crime (UNODC) reached a significant milestone by bringing, for the first time, the private sector to a regional platform on anti-corruption .

Notably, one-fourth of the attendees of the Eastern Africa Anti-Corruption Platform regional meeting were business participants, including company founders and owners of small and medium-sized enterprises (SMEs), illustrating how the private sector is key in the fight against corruption and the drive towards sustainability.he regional conference of the Eastern Africa Anti-Corruption Platform was held from 20 to 23 May in Nairobi, with 20 business representatives participating to fast-track implementation of the United Nations Convention against Corruption (UNCAC).

Participants also included the Executive Directors of Global Compact Country Networks from the Democratic Republic of Congo, Kenya and Tanzania and the Country Manager of Global Compact Country Network Rwanda.

Achievements and discussions

Conversations took place in high-level discussions among public and private sector representatives from Burundi, the Democratic Republic of Congo, Ethiopia, Kenya, Rwanda, South Sudan, Tanzania and Uganda.

Conference participants defined a collective way forward in the region’s anti-corruption efforts, with Government officials and business representatives developing and endorsing a roadmap of commitments . These included specific deliverables related to anti-corruption policies and legal frameworks that promote corporate compliance, Collective Action and incentives for business integrity - three top priorities of the UN Global Compact work.

Growing focus on business integrity and Collective Action

Business integrity has gained significant attention since the Private Sector Forum, hosted during the 10th Conference of the States Parties (CoSP) to UNCAC in December 2023. The private sector Collective Action workstream also has drawn significant inspiration from Resolution 10/12 titled “Providing incentives for the private sector to adopt integrity measures to prevent and combat corruption” adopted at CoSP10 as well as from the Call-to-Action from business to Government on the 20th anniversary of the UNCAC .

In addition, during the regional conference, the 2024 publication “ A Resource Guide on State Measures for Strengthening Business Integrity ” developed by the UN Global Compact, UNODC and the Organisation for Economic Cooperation and Development (OECD) inspired dialogue on the balance between sanctions and incentives for states in enhancing business integrity.

Following the regional platform event, on 24 May, Global Compact Kenya Network hosted a Business Integrity Conference , bringing together 88 participants from the private sector, Governments and civil society to discuss concrete case studies and ways to collectively overcome challenges.

During the conference, Director of Ethics & Leadership at the Ethics and Anti-Corruption Commission (EACC) John Lolkoloi emphasized the importance of collaboration and urged sector players to come together to craft anti-corruption legislation and codes of conduct, essential for fostering a clean business environment.

Judy Njino, Executive Director of Global Compact Network Kenya, noted that corruption remains a significant obstacle to economic and social development. She stressed the vital role businesses play in preventing corruption, emphasizing the need for Collective Action .

”The call to action is clear. Companies must uphold integrity, promote responsible practices and support sustainable development . Let's champion these principles and work towards a corruption-free future by 2030," said Cristina Ritter, Head of Anti-Corruption and Governance at the UN Global Compact.

Background

Since December 2023, the UN Global Compact and UNODC have worked together to galvanize the role of the private sector in the fight against corruption, especially in developing countries, and to tackle corruption with a multisectoral approach through the project “Uniting Leaders for Business Integrity”, funded by the U.S. Bureau of International Narcotics and Law Enforcement Affairs.

By fostering Collective Action to strengthen policy and legislative frameworks that incentivize business integrity and penalize wrongdoing, and by supporting companies in adopting and implementing anti-corruption standards, the project contributes to the implementation of the 2030 Agenda for Sustainable Development along with UNCAC and Principle Ten of the UN Global Compact.

Network Brazil recognized for transparency and anti-corruption efforts

During the International Collective Action Conference 2024 in Basel, Switzerland, from 24-25 June, UN Global Compact Country Network Brazil won the Agribusiness Anti-Corruption Collective Action as "Outstanding Achievement in Collective Action 2024" and Transparency 100% Movement as "Collective Action Inspirational Newcomer."
